Google Fiber, Alphabet’s high-speed internet provider, built a $25,000 startup incubator within a community center in an underserved, abandoned part of Louisville, Kentucky. The Portland neighborhood in the west end of Louisville borders the Ohio River and is the tenth-poorest neighborhood in the United States, according to a 2016 Brookings Institute study.
